I have the honour to transmit the enclosed copy
of a report drawn up at my request by the Director of Education on the subject of the capabilities as Head Master of Queen's College of
Mr. T. K. Dealy.

In October last Mr. Dealy report Mr. B. James,
Assistant Master at Queen's College, for being asleep at his desk in
front of his class. I attach a copy of the report upon which I
directed that Mr. James should be sent before a Medical Board copy of whose report I attach, together with copy of the letter which I caus- -ed to be addressed to Mr. James on the subject. I had specially
instructed the Board to enquire into the cause of Mr. James's all-
-ment.

I am of opinion that the delinquencies reported in Mr. Dealy's report of the 31st. of October should have been brought to the notice of the Government long before they were so brought, and that the supervision of Mr. James left much to be desir- -ed,otherwise he could not have drunk himself unnoticed into a
condition of delirium tremens.
4.
In March last a complaint, copy enclosed, was
received from the boys in the classes Mr. James teaches of his lazi-
-ness. As there was no evidence, beyond the unsatisfactory condition
of
